The Silverlight 5 toolkit, downloadable from CodePlex, adds additional features to Silverlight, including the 3d project templates. The toolkit is not installed as part of the main tools installer, so make sure you install it from here.
Silverlight works on all major OS’s plus all major browsers, including Firefox, Google Chrome, Safari, and yes, Internet Explorer.
